New NSW NGO Procurement Agreement

The NSW Government engages non-government organisations (NGOs) to deliver approximately $4 billion worth of human services contracts each year.

The simple steps for human services procurement fact sheet outlines seven steps that NGOs may go through during a tender process. Initiatives that support the procurement of human services from NGOs are set out below.

NSW Human Services Agreement

The new Agreement is the prescribed template for procuring human services from NGOs. From 1 August 2017, all government agencies must use the Agreement when procuring human services via a tender process. Use of the Agreement is voluntary from 1 May 2017 until 31 July 2017.

The Agreement was developed following a public consultation process in September 2016. It is designed to:

  • make it easier for NGOs to do business with NSW government agencies by streamlining contracting arrangements
  • promote consistency across NSW government
  • be simple, user friendly and fit for purpose
  • reflect the partnership needed by NGOs and agencies to deliver better human services outcomes.

Existing contracts with NSW government agencies are not impacted. Agencies will use the Agreement as existing contracts expire.

The NSW Human Services Agreement contains two parts, which must be read in conjunction with each other:

  1. Standard Terms – Agreement for Funding of Services
  2. Schedule – Agreement for Funding of Services
